I do not think refusing all Brazilians is the way to go.. That has been done elsewhere before with questionable results.

But I am not exactly sure what SHOULD be done either..

This is a bad idea. The majority of your population comes from Brazil. This would be cutting the very life blood of your server. If you can get his IP, then I would suggest just a straight IP ban. If he evades this, then keep more staff around with banning rights to ban him on spot. It's a waiting game. After he's banned enough, he will get tired and admit defeat.

i don't believe this is really necessary... you could jus't ban their IP... but if somehow they figure another way in, then we should do something, but not so radical right?

but do not blame me in the future if the forum disappear unfortunately
